Job description
The Senior Legal Counsel at OQ is responsible for providing legal support to the Commercial and Downstream Strategic Business Unit (SBU), particularly in the RPI and Polymer Cluster, including OQ Refineries LLC, OQ Polymers LLC, and OQ Marketing LLC. The role encompasses legal advisory and compliance functions across marketing, sales, procurement, corporate governance, contract drafting and negotiations, risk assessments, claims, and litigation. Key responsibilities include developing and reviewing contracts and tenders, managing legal risks, advising on corporate governance, and ensuring compliance with Omani and international laws in multiple jurisdictions including India, Turkey, China, Singapore, and Dubai. The position involves active engagement with external legal counsels, government authorities, and internal stakeholders. The role requires fluency in Arabic and English, strong drafting and negotiation skills, deep knowledge of Omani laws and regulations, and experience in both contentious and non-contentious legal matters within the oil and gas sector.

Key responsibilities
- Provide legal support to the RPI and Polymer Cluster and Polymer Marketing Division across commercial, operational, and procurement matters
- Draft, review, and negotiate contracts, tenders, and commercial agreements
- Conduct legal risk assessments and develop risk mitigation strategies
- Support claims and dispute management including litigation and external counsel coordination
- Ensure compliance with statutory, regulatory, and corporate governance frameworks
- Liaise with internal and external stakeholders on legal issues and compliance requirements
- Conduct legal research and draft internal memos, legal opinions, and business notes
- Coordinate with external legal firms across multiple jurisdictions and manage legal spend
- Support marketing legal processes and advise on strategic legal alignment with corporate objectives
- Advise on labor and employment disputes across offshore marketing offices
- Review and respond to external communications with stakeholders, regulators, and contractors
- Assist in commercial negotiations covering pricing, delivery, and performance guarantees
- Develop and maintain a legal and contracts database for RPI and Plastics Cluster
- Monitor changes in applicable laws and regulations and advise on their impact
- Promote continuous legal process improvement and legal compliance awareness
Experience & skills
- Bachelor’s degree in law or related field
- Minimum 8 years of relevant legal experience, preferably in oil and gas sector
- Fluency in Arabic and English (written, spoken, and read)
- Strong expertise in Omani legal system and international contract law
- In-house and/or legal firm experience required
- Proven skills in drafting and negotiating commercial and operational contracts
- Sound knowledge of tendering processes and legal compliance frameworks
- Experience managing multi-jurisdictional legal issues
- Strong presence and communication skills with senior executives
- Ability to mitigate legal, compliance, and contractual risks effectively
