Job description
The Head of Commissioning is accountable for leading and managing all commissioning, pre-commissioning, and commissioning engineering activities for the Maydan Mahzam (MM) Redevelopment Project, ensuring safe, timely, and compliant commissioning aligned with the approved scope, design, QatarEnergy standards, and HSE requirements. The role acts as the main interface between the EPIC Contractor and the Asset Holder, overseeing commissioning activities from engineering through to handover and ensuring delivery against schedule, quality, and safety objectives. The position requires a minimum of 15 years' experience in logistics management and commissioning execution of multi-discipline offshore projects, with robust experience in FEED and EPIC projects and strong capability to review, challenge, and approve contractor deliverables. The role demands excellent knowledge of industry engineering standards, quality control, safety, and environmental awareness, as well as the ability to interpret and review method statements, inspection and test plans, construction schedules, and drawings. The Head of Commissioning must be capable of identifying potential bottlenecks or problems and proposing solutions, supervising a multi-national and multi-cultural contractor workforce, and utilizing computer systems for effective reporting and documentation. Full professional proficiency in spoken and written English is required. The educational qualification includes a B.Sc. in Mechanical Engineering or Petroleum Engineering from a recognized University or equivalent, plus relevant courses in Safety, Quality Control, and Construction.

Key responsibilities
- Lead and manage all commissioning, pre-commissioning, and commissioning engineering activities for the Maydan Mahzam (MM) Redevelopment Project, ensuring safe, timely, and compliant execution in line with the approved scope, design, QatarEnergy standards, HSE requirements, industry engineering standards, and quality control procedures.
- Act as the main interface between the EPIC Contractor and the Asset Holder, oversee commissioning activities from engineering through to handover, coordinate logistics management and commissioning execution of multi-discipline offshore projects, and ensure alignment with schedule, quality, and safety objectives.
- Review, challenge, and approve contractor deliverables associated with FEED and EPIC projects, including method statements, inspection and test plans, construction schedules, and drawings, ensuring full compliance with approved scope, design, safety, environmental awareness, and quality control requirements.
- Ensure commissioning engineering activities meet HSE requirements by enforcing safety standards, promoting environmental awareness, and verifying adherence to industry engineering standards throughout pre-commissioning and commissioning phases.
- Identify potential bottlenecks or problems in commissioning, pre-commissioning, logistics management, and offshore project execution, propose practical solutions, and implement corrective actions to maintain schedule and quality objectives.
- Supervise and manage a multi-national and multi-cultural contractor workforce engaged in commissioning and pre-commissioning activities, ensuring effective execution of inspection and test plans, construction schedules, and documentation requirements.
- Oversee reporting and documentation processes related to commissioning engineering, contractor deliverables, quality control records, and handover documentation, ensuring accurate and timely submission in accordance with project and QatarEnergy standards.
Experience & skills
- Possess a minimum of 15 years' experience in logistics management and commissioning execution of multi-discipline offshore projects, demonstrating extensive exposure to commissioning, pre-commissioning, and commissioning engineering activities within FEED and EPIC projects.
- Demonstrate robust experience in FEED and EPIC projects with strong capability to review, challenge, and approve contractor deliverables, including method statements, inspection and test plans, construction schedules, drawings, and commissioning documentation.
- Exhibit excellent knowledge of industry engineering standards, quality control practices, HSE requirements, safety regulations, and environmental awareness applicable to offshore projects and commissioning execution.
- Show proven ability to interpret and review method statements, inspection and test plans, construction schedules, and drawings, ensuring compliance with approved scope, design, and QatarEnergy standards.
- Demonstrate the ability to highlight potential bottlenecks or problems in commissioning and logistics management activities and propose effective solutions to maintain schedule, quality, and safety objectives.
- Supervise a multi-national and multi-cultural contractor workforce engaged in commissioning and pre-commissioning activities, ensuring adherence to safety, quality control, and environmental awareness requirements.
- Maintain computer literacy with effective reporting and documentation skills to manage commissioning records, contractor deliverables, inspection and test plans, and handover documentation.
