Job description
The Head of Resilience Strategy & Operations will lead the development and implementation of NEOM’s Resilience Strategy, ensuring cross-organizational alignment and overseeing critical functions such as Crisis Management, Business Continuity, Strategic Urban Resilience, and Resilience by Design. This senior leadership role integrates resilience into NEOM’s Governance, Risk, and Compliance framework, safeguarding infrastructure, services, and reputation. Responsibilities include guiding resilience planning across regions and sectors, leveraging digital resilience technologies, managing risk profiles, overseeing drills and simulations, and leading crisis response operations. The position also entails reporting to senior leadership, setting KPIs, managing budgets, and building a high-performing team. Additionally, the role represents NEOM globally in resilience forums, tracks international best practices, and ensures compliance with evolving resilience standards.
Required skills
Key responsibilities
- Lead execution of NEOM’s Resilience Strategy across all sub-domains
- Translate resilience strategy into NEOM-wide standards, policies, and procedures
- Oversee frameworks for Business Continuity, Incident Management, Crisis Management, Strategic Urban Resilience, and Resilience by Design
- Integrate resilience principles into infrastructure lifecycle from design stage
- Guide regions and sectors in resilience planning and execution
- Leverage digital resilience solutions to enhance capabilities and align with global best practices
- Maintain a strategic risk profile, identifying resilience risks and opportunities
- Conduct drills, simulations, and training to validate resilience effectiveness
- Ensure Crisis Management Team readiness and resourcing
- Manage procurement and vendor relationships related to resilience
- Provide leadership during NEOM Crisis events, coordinating response plans
- Deliver progress reports and dashboards to senior leaders
- Establish and monitor key resilience KPIs
- Manage budget and resources for the Resilience Unit
- Recruit, develop, and retain high-caliber resilience professionals
- Represent NEOM in global resilience forums to track emerging trends and best practices
- Oversee NEOM-wide incident response and escalation processes
- Promote culture of resilience aligned with NEOM’s Code of Conduct and values
Experience & skills
- 20+ years’ experience in resilience, risk management, compliance, audit, or consulting
- Expertise in resilience frameworks, business continuity, strategic urban resilience, and operational risk management
- Proven track record in leading large-scale resilience or BCM initiatives
- Experience integrating digital resilience solutions and advanced technologies
- Strong financial management and budgeting capabilities
- Skilled in emergency response, crisis communication, and continuity planning
- Strong data analysis and risk assessment skills
- Bachelor’s degree in Risk Management, Business Administration, Engineering, Urban Planning, or related field
- Master’s degree or MBA preferred
- Professional certifications such as CBCP, MBCI, ISO 22301 Lead Implementer are preferred
- Industry certifications in BCI, PMI, ITIL, or equivalent desirable
