Job description
Procurement Officer / Media Buyer (Arabic Speaker) role within the media industry based in Dubai, United Arab Emirates, responsible for managing and optimizing procurement processes to ensure timely and cost-effective acquisition of goods and services required for media operations. The role involves identifying and evaluating potential suppliers and vendors, maintaining and developing relationships with key suppliers, negotiating contracts, terms, and pricing to secure advantageous commercial arrangements, and managing the entire procurement lifecycle from requisition to delivery. The position requires ensuring compliance with company procurement policies and industry regulations, preparing and processing purchase orders and requisitions, analyzing market trends for cost-saving opportunities, implementing cost control strategies, monitoring expenditures, and conducting cost-benefit analysis. The role includes ensuring quality standards and specifications for procured goods and services, coordinating with internal departments to meet procurement requirements, conducting supplier performance evaluations and audits, mitigating procurement risks, developing contingency plans for supply chain disruptions, ensuring ethical and sustainable procurement practices, maintaining accurate procurement records, preparing spend analysis and supplier performance reports, and ensuring proper documentation of contracts, agreements, and purchase orders. The role requires proficiency in procurement software, Microsoft Office Suite, and ERP Systems including Oracle Fusion, knowledge of procurement processes, policies, best practices, contract management, legal aspects of procurement, and experience in media industry procurement requirements. Preferred qualifications include certification in procurement or supply chain management such as CPSM or CIPS, experience with ERP systems, and understanding of media industry-specific procurement requirements.

Key responsibilities
- Identify and evaluate potential suppliers and vendors while maintaining and developing strategic relationships with key suppliers to support media procurement requirements
- Negotiate contracts, commercial terms, and pricing agreements with vendors to secure cost-effective and advantageous procurement outcomes aligned with company objectives
- Manage the end-to-end procurement process from requisition to delivery including preparation and processing of purchase orders, requisitions, and documentation
- Ensure compliance with procurement policies, company standards, and industry regulations while maintaining ethical and sustainable procurement practices
- Analyze market trends, conduct spend analysis, and identify cost-saving opportunities while implementing cost control strategies and monitoring procurement expenditures
- Coordinate with internal departments to understand procurement requirements and ensure timely acquisition of goods and services meeting operational needs
- Conduct supplier performance evaluations, audits, and risk assessments while developing contingency plans for supply chain disruptions
- Prepare cost-benefit analyses, procurement status reports, supplier performance reports, and maintain accurate procurement records including contracts and agreements
Experience & skills
- Obtain a bachelor's degree in a relevant field supporting procurement, supply chain, or business operations
- Demonstrate proven experience as a Procurement Officer or similar procurement role preferably within the media industry
- Possess strong knowledge of procurement processes, procurement policies, procurement best practices, and vendor management procedures
- Demonstrate proficiency in procurement software, Microsoft Office Suite, and ERP Systems including Oracle Fusion
- Apply knowledge of contract negotiation, contract management, and legal aspects of procurement processes
- Demonstrate experience conducting spend analysis, cost-benefit analysis, and market analysis to support procurement decision-making
- Holding professional certification in procurement or supply chain management such as CPSM or CIPS is preferred
- Demonstrate familiarity with media industry-specific procurement requirements and experience working with ERP systems
