Job description
The QHSE Manager at Turner & Townsend provides leadership, governance, and oversight of Health, Safety, Environment, and Quality (HSEQ) activities for transmission projects managed at the Project Management Consultancy (PMC) level. The role ensures compliance with the Company Transmission HSEQ Management System, UAE statutory regulations including ADOSH-SF, and international best practices, while supervising EPC contractors, supervision consultants, and the PMC HSEQ team. The QHSE Manager leads the implementation of the corporate HSEQ strategy across projects, promoting a zero-tolerance safety culture and embedding HSEQ practices into daily project execution. Responsibilities include providing site-level oversight through audits, inspections, and joint walkdowns, ensuring adherence to permit-to-work (PTW) systems, essential rules, and HSEQ policies. The role manages reporting cycles, dashboards, and KPIs, ensures accuracy of site-based data, and maintains project HSEQ documentation, registers, and action trackers. The position facilitates serious incident investigations, root cause analysis, and emergency drills, while coordinating technical HSEQ studies such as HAZOP, HAZID, HAZAN, QRA, fire protection, and emergency systems. The manager oversees contractor and consultant HSEQ competency verification, ensures training compliance, and drives culture development, awareness, and continuous improvement initiatives. The role also integrates quality assurance activities to ensure engineering and construction outputs meet organizational standards. Reporting to the PMC Project Director, the QHSE Manager acts as the principal HSEQ authority at PMC level and provides leadership, guidance, and coordination to internal and external stakeholders while maintaining professional conduct and promoting integrity and safety culture across projects.

Key responsibilities
- Lead the implementation and governance of the Company Transmission HSEQ Management System across all PMC-managed transmission projects to ensure compliance with corporate policies and regulatory standards
- Promote a zero-tolerance safety culture and guide EPC contractors and supervision consultants in embedding HSEQ practices into daily project execution and operational activities
- Ensure strict adherence to HSEQ plans, permit-to-work (PTW) systems, and ADOSH-SF regulatory requirements including Company T‑12 Essential Rules across all project sites
- Provide active PMC-level site leadership through inspections, audits, joint walkdowns, and direct oversight of EPC contractor and supervision consultant teams
- Manage PMC reporting cycles including weekly dashboards, monthly performance reports, and management briefings, ensuring accuracy, timeliness, and actionable insights
- Facilitate serious incident investigations, root cause analysis, and supervise corrective and preventive action implementation while ensuring regulatory escalation when required
- Coordinate and oversee technical HSEQ studies including HAZOP, HAZID, HAZAN, QRA, fire protection, and emergency management systems to assess risks and implement mitigation measures
- Oversee contractor and consultant HSEQ competency management including verification, certification, and compliance with training requirements under the company’s competency framework
- Ensure implementation and compliance with HSEQ training programs, inductions, monthly campaigns, and hazard awareness initiatives across EPC contractors and consultants
- Drive continuous improvement initiatives by enforcing audits, identifying gaps, implementing corrective actions, and integrating quality assurance into engineering and construction deliverables
- Maintain all PMC HSEQ documentation, project records, registers, and action trackers to support compliance, reporting, and management decision-making
- Report to the PMC Project Director and act as the principal HSEQ authority at PMC level, providing leadership, guidance, and coordination across stakeholders including clients, EPC contractors, and supervision consultants
Experience & skills
- Obtain a Bachelor’s degree in Engineering (Civil, Electrical, or Mechanical), HSEQ, or a related field
- Possess NEBOSH, IOSH, and ISO Lead Auditor certifications (9001/14001/45001) demonstrating professional competence in HSEQ management and auditing
- Demonstrate 10+ years of HSEQ experience with at least 5 years in PMC roles on large-scale utility or transmission projects
- Experience coordinating with EPC contractors, supervision consultants, and regulatory authorities to ensure compliance with HSEQ standards and project requirements
- Strong background in HSE Impact Assessment (HSEIA), HAZOP/HAZID, risk assessment, and emergency response management
- Demonstrate leadership and stakeholder coordination capabilities across clients, PMC teams, EPC contractors, and consultants
- Possess strong auditing, risk assessment, and incident investigation skills with the ability to implement corrective and preventive actions effectively
- Advanced communication, reporting, and documentation skills to produce dashboards, management reports, and actionable HSEQ insights
- Proficiency in Microsoft Office tools and digital HSEQ platforms for reporting, tracking, and data management
- Demonstrate ability to work in fast-paced, high-pressure environments, meet tight deadlines, and proactively contribute as part of a committed team
- Maintain up-to-date professional knowledge of project management, HSEQ best practices, and trends in the energy and transmission project sector
