Job description
The Operations & Maintenance Facility Manager for the Public Realm (Hard Services) at Turner & Townsend in Abu Dhabi oversees the upkeep, operation, and compliance of mechanical, electrical, and structural infrastructure across parks, streetscapes, and plazas. This leadership role involves ensuring contractors deliver high-standard preventive and reactive maintenance, adherence to SLAs, and efficient infrastructure functionality. Responsibilities include daily site visits, risk assessments, safety compliance, quality inspections, budget oversight, contractor performance evaluation, and stakeholder liaison. The manager contributes to cost-effective, regulatory-compliant maintenance solutions while supporting the operational excellence and community enhancement goals within the assigned public district.

Key responsibilities
- Conduct daily site inspections and monitor FM contractorsâ hard services work across public realms
- Ensure infrastructure such as lighting, drainage, fountains, signage, and structures is safe and fully operational
- Monitor contractor compliance with contracts, SLAs, and KPIs, escalating issues as necessary
- Review and advise on contractorsâ preventative and reactive maintenance plans
- Oversee coordination and timely execution of repairs with internal and external teams
- Ensure public safety by enforcing relevant HSE legislation and conducting risk assessments
- Perform daily asset inspections to uphold safety, aesthetic, and client standards
- Review and assure alignment of contractor budgets with SLAs and scopes of service
- Identify value engineering opportunities and manage hard services budgets
- Liaise with local authorities, community groups, and stakeholders for public realm updates
- Prepare reports on maintenance activities and project statuses for client review
- Lead and train maintenance teams and contractors in safety and operational procedures
Experience & skills
- Bachelorâs degree in Facilities Management, Civil Engineering, Environmental Science, or related field
- Extensive experience in FM services, particularly in public sector or public realm projects in UAE
- Strong working knowledge of MS Office
- Familiarity with CAFM systems and planning software is advantageous
- Expertise in managing public space infrastructure including lighting, drainage, and structural systems
- Relevant HSE certifications (e.g., IOSH, NEBOSH)
- Excellent leadership, communication, and stakeholder management abilities
- Proven capability in budgeting, contract negotiations, and infrastructure project management
- Strong knowledge of public space regulatory compliance and maintenance standards
