Job description
NDMO, SDAIA, NCA, SFDA, SABER, SASO, ZATCA, and Ajeer requirements all factor into how this Purchase Manager role sources IT and Professional Services for SADAFCO, spanning software, SaaS, cloud, infrastructure, cybersecurity, telecommunications, hardware, subscriptions, consulting, and managed services. Long-term procurement strategy and short-term execution plans get developed and driven end to end, covering sourcing, contracting, supplier governance, and commercial management across every category. You will build 3-year category roadmaps aligned with IT, Digital Transformation, Cybersecurity, Finance, Legal, and PMO priorities, defining where to source from and under which commercial model. Supplier and market profiling runs across technology OEMs, system integrators, cloud providers, software publishers, and cybersecurity vendors, including due diligence, information security reviews, and supplier segmentation. Market intelligence on technology trends, cloud commercial models, software licensing, and cybersecurity risk gets converted into actionable sourcing insights and executive recommendations. RFI, RFQ, RFP, and tender documents get prepared across IT projects, software subscriptions, cloud services, and professional service contracts, with commercial evaluation matrices comparing bids on total cost of ownership, technical fit, and licensing rights. Cost models for software, SaaS, cloud, infrastructure, and managed services get developed, with structured negotiation tactics applied to achieve targeted savings and risk-balanced outcomes. Supplier performance evaluation, SWOT analysis, and alternate supplier planning keep on-time delivery, price stability, and consistent quality intact across the category.
