Job description
The Revenue Development Consultant, Financial Sustainability & Spend Efficiency role sits within EY’s Financial Sustainability and Spend Efficiency (FSSE) practice, supporting Government and Public Sector as well as private sector clients across the MENA region. The role focuses on identifying, analyzing, and implementing revenue generation and investment optimization opportunities that enhance financial performance, improve spending efficiency, and strengthen long-term financial sustainability. The consultant conducts detailed assessments of existing revenue streams, pricing mechanisms, cost structures, and overall financial performance, applying market analysis, benchmarking, customer segmentation, and service reviews aligned with local public policy requirements. The role involves developing revenue diversification strategies, designing income-sharing mechanisms and government-mandated fee or levy models, and building advanced costing and pricing models using top-down, bottom-up, activity-based costing, cost recovery, cost-plus, and benchmarking methodologies. The consultant builds robust financial models, dashboards, and scenarios to support revenue forecasting, investment evaluation, feasibility studies, and socio-economic impact assessments. The role also supports PPP structures, concession models, investment incentives, and public policy frameworks, while collaborating closely with clients to prioritize initiatives, define implementation roadmaps, and mitigate financial and regulatory risks. The position requires prior Big 4 consulting experience and operates in a client-facing advisory environment within EY’s global consulting, assurance, strategy, tax, and transactions ecosystem.

Key responsibilities
- Conduct comprehensive assessments of revenue streams, pricing mechanisms, cost structures, and financial performance
- Identify revenue generation opportunities through market analysis, benchmarking, customer segmentation, and service reviews
- Develop revenue diversification strategies including new services, fee restructuring, and commercialization opportunities
- Design structured income-sharing mechanisms and government-mandated fee or levy models in collaboration with public entities
- Develop costing models using top-down, bottom-up, and activity-based costing methodologies
- Design pricing models based on cost recovery, cost-plus, benchmarking, and related methodologies
- Collect, analyze, and validate data to build financial models supporting forecasting, scenario analysis, and investment evaluation
- Prepare financial, economic, and socio-economic business cases and feasibility studies
- Conduct investment assessments including ROI analysis, cost-benefit analysis, risk evaluation, and portfolio performance analysis
- Apply sensitivity analysis, IRR, and other financial tools to assess investment options
- Support the design and evaluation of PPP structures, concession models, and investment incentives
- Collaborate with clients to prioritize initiatives and develop implementation roadmaps with risk mitigation plans
- Develop and enhance public policy frameworks, guidelines, and procedures related to revenue development and investment
- Build and maintain advanced financial models and dashboards to support decision-making
Experience & skills
- Bachelor’s degree in Finance, Business, Economics, or Engineering; MBA is an advantage
- 6–10 years of professional experience in non-oil revenue development, feasibility studies, socio-economic studies, or public policy
- Previous consulting experience in Big 4 firms is mandatory
- Experience in financial modeling, pricing, costing, and investment analysis
- Relevant professional certifications such as PMP or Financial Modelling certifications are a plus
