Job description
The Senior Manager – Event Planning – Transportation Operations role at Qiddiya Investment Company is responsible for leading the planning, delivery, and management of integrated transportation services for citywide events, including fixed and occasional Park & Ride operational responses across all city districts. The role ensures multimodal transport plans are safely integrated, delivered on time, within budget, and in compliance with authority guidelines, safety standards, and risk management frameworks. Working closely with internal departments, government agencies, city planners, police, emergency services, transport operators, and external partners, the position oversees strategic and operational leadership for event transport planning, execution, and service integration. Responsibilities include leading integrated multimodal planning, overseeing Park & Ride strategy and operational readiness, supporting the Director Planning & Development on event transport strategies, ensuring compliance with legislation and city guidelines, managing transport delivery for events and activations, coordinating incident management and operational readiness, leading multidisciplinary teams, managing workforce and external service providers, overseeing budgets, cost forecasting, MoU development, procurement, contract and performance management, stakeholder engagement, risk identification and mitigation, and driving continuous improvement in event transport planning and service delivery within a complex, high-profile, and fast-paced city transport environment.

- Lead integrated multimodal transportation planning for major citywide events ensuring effective coordination across all transport modes.
- Oversee Park & Ride strategy, design, and operational readiness aligned with city transport goals.
- Support formulation and implementation of transport event management strategies with the Director Planning & Development.
- Ensure event transport plans align with strategic priorities, safety standards, and risk management frameworks.
- Oversee planning, management, and execution of transport services for events and city activations across all districts.
- Manage transport service integration to deliver safe, efficient, and reliable movement of people during events.
- Coordinate with mode leadership, emergency services, enforcement agencies, and city stakeholders for operational readiness and incident management.
- Ensure compliance with operational policies, procedures, legislation, and authority guidelines.
- Lead and manage multidisciplinary teams responsible for event transport delivery.
- Develop workforce and resource plans including management of internal staff pools and external service providers.
- Foster a culture of accountability, safety, and continuous improvement.
- Ensure training, guidance, and professional development to maintain performance standards.
- Manage budgets for event transport operations including cost forecasting, revenue generation, MoU development, financial tracking, and reconciliation.
- Oversee procurement processes for event-related services in line with policy.
- Ensure value-for-money outcomes through contract and performance management of external partners.
- Build and maintain relationships with internal stakeholders, city planners, event organizers, police, and transport operators.
- Lead coordination meetings to ensure integrated event planning and execution.
- Identify and mitigate risks associated with event transport operations and implement contingency measures.
Experience & skills
- Bachelor’s degree in Transport Planning, Engineering, Event Management, or a related field; Master’s degree preferred.
- Professional certification in Project Management or Transport Operations is desirable.
- Minimum 10 years of experience in transport planning, operations, or event management within a complex multimodal environment.
- Proven experience leading large-scale event transport operations and stakeholder coordination.
- Demonstrated ability to manage budgets, contracts, and multidisciplinary teams.
- Knowledge of multimodal transport systems, traffic management, and crowd movement planning.
- Strong financial, analytical, safety, quality, and compliance focus.
- Ability to operate effectively in a fast-paced, high-pressure operational environment.
