Job description
The Head of Compliance Models & Analytics at Commercial Bank of Dubai is responsible for owning, managing, and optimizing the compliance models, data, management information (MI), and reporting framework within the Compliance department. The role focuses on developing, maintaining, and enhancing key compliance models used in transaction monitoring systems, customer screening systems, and payment screening systems to support financial crime risk management. Responsibilities include applying data analytics methodologies to large volumes of customer and transaction data to identify trends and typologies and generate actionable insights supporting compliance activities such as transaction monitoring, sanctions screening, and due diligence. The position oversees the production of periodic and ad hoc MI reports for the Chief Compliance Officer (CCO), senior management forums, and the Board, ensuring high-quality reporting and analysis. The role also manages configuration of screening lists used for customer and transaction screening, collaborates with AML/CFT units to develop and update transaction monitoring scenarios addressing money laundering and terrorism financing risks, and works with the Sanctions unit to optimize screening system rules and detection accuracy while reducing false positives. Additional responsibilities include monitoring effectiveness of transaction monitoring and screening configurations, ensuring coverage of relevant customers and transactions, conducting testing of compliance systems and data flows to validate completeness and accuracy from primary source systems, coordinating independent validation activities with external parties, and liaising with regulators including the Central Bank of the UAE (CBUAE), internal audit, and CMAT units. The position also leads system upgrades and enhancements, prepares Business Requirement Documents (BRD) and process documentation, escalates system control and compliance issues, ensures systems align with UAE regulatory requirements and international standards including FATF and Wolfsberg recommendations, and proposes enhancements to strengthen financial crime risk management. The role provides assurance to the CEO and Board regarding effectiveness of compliance systems, guides AML/CFT and sanctions analysts in interpreting system outputs, and manages resources to prioritize system enhancements and operational efficiency.

- Manage the team responsible for the Compliance Models, Data, Management Information (MI), and Reporting framework within the Compliance department
- Develop, maintain, and optimize compliance models used in transaction monitoring, customer screening, and payment screening systems
- Apply data analytics methods to large volumes of customer and transaction data to identify trends, typologies, and actionable insights supporting compliance activities
- Produce periodic and ad hoc MI reports for the Chief Compliance Officer, senior management forums, and the Board
- Manage configuration of screening lists used for customer and transaction screening
- Collaborate with AML/CFT units to develop and update transaction monitoring scenarios addressing money laundering and terrorism financing risks
- Work with the Sanctions unit to develop, tune, and optimize screening system rules and configurations to improve detection accuracy and reduce false positives
- Monitor effectiveness of transaction monitoring and screening system configurations including alert rates and false positive reduction
- Ensure all relevant customers and transactions are subject to transaction monitoring and screening
- Conduct testing of compliance systems and data flows to ensure data completeness, accuracy, and lineage from source systems
- Liaise with external validators responsible for independent validation of compliance systems and implement recommendations
- Engage with regulators including CBUAE, internal audit, and CMAT on compliance models, data, MI, and reporting matters
- Oversee upgrades and enhancements of compliance systems and implementation of new systems including preparation of Business Requirement Documents (BRD) and system documentation
- Identify and escalate system control and compliance issues, assess associated risks, and recommend remediation actions
- Ensure compliance systems and models align with UAE regulations and international standards including FATF and Wolfsberg recommendations
- Provide assurance to the CEO and Board that compliance systems and models operate effectively
- Guide AML/CFT and sanctions analysts on interpreting system outputs to support investigations
Experience & skills
- Minimum 8 years of experience in financial services, IT, or consulting sectors
- Master’s Degree from a recognized university, preferably in Computer Science or a related discipline
- Advanced financial crime certification such as ACAMS preferred
- Experience working with and optimizing financial crime compliance systems including transaction monitoring and screening systems
- Experience analyzing large volumes of customer and transaction data to identify trends, typologies, and actionable insights
- Experience preparing complex management information reports for senior management and board-level stakeholders
- Experience testing systems and data flows focusing on data lineage, completeness, and quality
- Strong knowledge of financial crime frameworks including AML/CFT and sanctions compliance
- Knowledge of advanced technologies including machine learning, Gen AI, RPA, and advanced analytics
- Experience working with various database formats and file formats for data analysis
- Proficiency in MS Office Suite and ability to produce high-quality complex MI reports
