The Performance Monitoring & Reporting Engineer/Specialist (E2) role based in Riyadh, Saudi Arabia is responsible for designing, developing, and implementing a comprehensive performance monitoring and reporting framework across all departments within large-scale project environments. The position ensures accurate collection, validation, analysis, and reporting of Key Performance Indicators (KPIs) to support performance tracking, governance, and decision-making at senior management level. The role involves identifying performance trends, analyzing operational data, and recommending improvements to enhance project and organizational efficiency. It requires close collaboration with department heads to develop corrective action plans aimed at improving performance outcomes and achieving organizational targets. The specialist is responsible for maintaining data integrity by ensuring that performance information is accurate, reliable, and consistent across all reporting systems. The role also includes coordination with IT departments to ensure performance monitoring and reporting systems operate effectively and support real-time or periodic reporting requirements. The position aligns with industry best practices in performance management and reporting, particularly within engineering, procurement, contracts, construction, and project start-up processes. The role involves preparing regular performance reports and presentations for senior management, providing insights into project performance against defined goals and benchmarks. Additionally, the role includes leadership responsibilities such as mentoring staff, leading a team of performance monitoring professionals, and supporting continuous improvement and capacity building initiatives within the organization. The position operates within Hill Internationalās project management framework and adheres to Quality, Environmental, Safety, and Occupational Health policies and procedures while ensuring compliance across all performance monitoring activities.

Key responsibilities
- Develop and implement a comprehensive performance monitoring and reporting framework across all project departments to ensure structured tracking of KPIs and performance outcomes.
- Oversee the collection, validation, analysis, and reporting of Key Performance Indicators (KPIs) to ensure accurate, consistent, and reliable performance data across all functions.
- Analyze performance data to identify trends, deviations, and improvement opportunities, and provide actionable insights to senior management.
- Collaborate with department heads to develop and implement corrective action plans aimed at improving project and organizational performance outcomes.
- Provide regular performance reports, dashboards, and presentations to senior management highlighting progress against targets and key performance indicators.
- Coordinate with IT departments to ensure performance monitoring and reporting systems are fully functional, optimized, and aligned with organizational requirements.
- Stay updated on industry best practices in performance monitoring, reporting methodologies, and project management standards to continuously improve frameworks and processes.
- Lead, manage, and mentor a team of performance monitoring and reporting professionals, ensuring effective execution of reporting and analysis functions.
- Ensure compliance with Quality, Environmental, Safety, and Occupational Health policies, manuals, and procedures throughout all performance monitoring activities.
- Support continuous improvement initiatives and contribute to capacity building and talent development within the performance management function.
Experience & skills
- Hold a Bachelor degree in Engineering from an accredited university as a minimum academic qualification.
- Demonstrate at least 10 years of experience in a project management environment on large-scale projects with exposure to engineering, procurement, contracts, construction, and start-up processes.
- Possess strong knowledge of professional project management processes and procedures, particularly in construction and infrastructure environments.
- Exhibit excellent analytical skills with demonstrated ability in performance data analysis, reporting, and interpretation for decision-making purposes.
- Show proven experience in preparing professional reports, dashboards, and presentations for senior management and executive stakeholders.
- Demonstrate strong leadership and supervisory capabilities, including team management, mentoring, and personnel development responsibilities.
- Exhibit excellent communication skills, both verbal and written, with the ability to present complex performance information clearly to senior stakeholders.
- Have experience working in international project environments, preferably within the Kingdom of Saudi Arabia (KSA), with familiarity in global project management standards.
