The Program Manager β Saudization (Infrastructure & Water/Wastewater Programs) is responsible for leading and overseeing large-scale infrastructure programs consisting of multiple projects, with a strong focus on construction management of water and wastewater works. The role encompasses full program lifecycle management from planning through execution, including coordination with project sponsors, cross-functional teams, and project managers to define scope, deliverables, required resources, work plans, budgets, and timelines aligned with client objectives. The position requires extensive experience in managing government and semi-government program implementations and engagement with government entities and utility providers. The role ensures robust risk management, quality control, and compliance with design specifications, environmental standards, safety standards, and occupational health policies, including adherence to Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International. Responsibilities include managing program and project teams for optimal return on investment, overseeing contracts, fiscal control, and budget management, and optimizing project scheduling and work sequencing to accelerate delivery while minimizing disruption to ongoing operations. The Program Manager is accountable for continuous stakeholder communication, including regular updates to client representatives regarding project progress and risks, and is responsible for analyzing and mitigating program risks, identifying opportunities across multiple projects, and producing detailed program reports. The role also involves participation in planning and formulation of design alternatives, administration of contracts and quality control provisions, and ensuring compliance with client requirements. The position demands experience in international project environments and application of a zero-accident philosophy in construction operations.

Key responsibilities
- Lead and oversee large-scale infrastructure programs comprising multiple projects from planning through execution, ensuring alignment with client objectives and successful delivery
- Define project scope, deliverables, resources, work plans, budgets, and timelines in collaboration with project sponsors, cross-functional teams, and project managers
- Manage program and project teams, coordinate cross-project initiatives, and delegate responsibilities to optimize return on investment and operational efficiency
- Develop and administer project budgets, fiscal controls, and contract management processes while ensuring accountability against business objectives
- Conduct risk management activities including identification, analysis, mitigation, and reporting of program risks and opportunities across multiple projects
- Ensure compliance with design specifications, environmental standards, safety standards, and occupational health policies including Quality, Environmental, Safety and Occupational Health procedures
- Oversee construction management activities for water and wastewater works, ensuring adherence to quality control provisions and client requirements
- Communicate continuously with client representatives regarding project progress, risks, and areas of concern while maintaining stakeholder alignment
- Optimize project scheduling and work sequencing to expedite delivery timelines and minimize disruption to ongoing operations
- Prepare and deliver program reports, dashboards, and updates for senior management and stakeholders
- Participate in planning and formulation of design alternatives and engineering solutions for construction projects
- Perform additional duties as assigned by line management in support of program delivery
Experience & skills
- Obtain a Bachelorβs degree in engineering from an accredited university
- Demonstrate a minimum of 20 years of experience managing large-scale infrastructure programs consisting of multiple projects
- Possess extensive experience in construction management of water and wastewater works
- Show experience delivering major government and/or semi-government programs and projects
- Demonstrate experience engaging with government entities and utility providers
- Exhibit strong knowledge of risk management, quality control, design specifications compliance, and environmental and safety standards
- Apply a zero-accident philosophy in construction and project execution environments
- Demonstrate strong capabilities in budget management, fiscal control, and contract management
- Possess excellent verbal and written communication skills for stakeholder and client engagement
- Demonstrate experience working in international project environments
