Job description
The Senior Legal Counsel at Alstom in Dubai, United Arab Emirates is responsible for providing strategic legal support across large-scale and complex infrastructure and rail transportation projects including high-speed trains, metros, monorails, trams, turnkey systems, signalling, infrastructure, services, and digital mobility solutions. The role involves leading legal aspects of public tenders, government procurement processes, and competitive bids across the Middle East, ensuring compliance with procurement laws and tender regulations. The position requires providing legal advice on risk allocation, contractual structuring, and commercial strategies across complex international infrastructure projects. The Senior Legal Counsel takes ownership of PPP (Public-Private Partnership) projects from bid stage through financial closing, structuring, reviewing, drafting, and negotiating high-value contracts including Design and Build (D&B) contracts and consortium agreements. The role involves advising on risk assessment and mitigation strategies from bid preparation through contract signature, leading negotiations with clients and partners, supporting claims strategies in coordination with Contract Management teams, and managing disputes in collaboration with external legal counsel. The role also includes handling corporate law matters, promoting Alstom’s Code of Ethics, ensuring adherence to ethical standards, and delivering training on Legal, Ethics & Compliance and competition law. The position requires working with cross-functional teams and stakeholders across international projects, supporting compliance, governance, and risk mitigation within complex infrastructure environments. The Senior Legal Counsel contributes to strategic legal decision-making across public tenders, procurement processes, PPP frameworks, contractual negotiation, dispute management, and corporate legal matters while supporting large-scale rail infrastructure initiatives.

Key responsibilities
- Lead legal aspects of public tenders, government procurement processes, and competitive bids across Middle East projects ensuring compliance with procurement laws and tender regulations.
- Provide strategic legal support on large-scale infrastructure and rail projects including risk allocation, contractual structuring, and commercial strategy development.
- Take ownership of PPP (Public-Private Partnership) projects from bid stage through financial closing including legal structuring and negotiation support.
- Structure, review, draft, and negotiate high-value contracts including Design and Build (D&B) contracts, consortium agreements, and infrastructure project agreements.
- Advise on legal risk assessment and mitigation strategies throughout bid preparation, negotiation, and contract execution phases.
- Lead negotiations with clients, partners, consortium members, and stakeholders while ensuring alignment with contractual strategy.
- Support claims strategy in coordination with Contract Management teams and manage disputes in collaboration with external legal counsel.
- Handle corporate law matters, provide legal training on ethics and compliance, and promote adherence to Alstom Code of Ethics and competition law.
Experience & skills
- Hold degree in Law specializing in Business Law (Master II) with strong knowledge of corporate and infrastructure legal frameworks.
- Demonstrate experience or understanding of public procurement processes, government tenders, and procurement law.
- Possess knowledge of international complex infrastructure projects including rail, transport, or large-scale engineering environments.
- Demonstrate experience drafting and negotiating high-value contracts including Design and Build (D&B) contracts and consortium agreements.
- Demonstrate experience managing PPP (Public-Private Partnership) projects and financial closing processes.
- Show experience in dispute management, claims management, and working with external legal counsel.
- Possess strong negotiation and stakeholder management experience with clients and partners.
- Demonstrate ability to assess and mitigate legal risks, handle corporate law matters, and deliver training on legal, ethics, compliance, and competition law.
