The AVP - Facility Management (HVAC Systems & Property Operations) role in Kuwait is responsible for directing and coordinating facility management operations across assigned properties to ensure achievement of corporate financial and business objectives while maintaining asset condition and compliance with legal requirements and URC policies and procedures. The role involves comprehensive property management including oversight of HVAC systems, operations and maintenance (O&M), safety, security, and emergency services. The position requires managing contractor services such as pest control, valet parking, shuttle bus rental, medical waste, landscape services, cleaning, cashier, and security services, while monitoring performance through defined KPIs and service level agreements. The candidate is responsible for preparing budgets, financial reports, facility management proposals, and price comparisons, as well as handling tendering processes including preparation of prequalification documents, Terms of Reference, contract documentation, technical specifications, and evaluation of bids. The role includes managing defects liability periods, conducting inspections, coordinating with contractors and project teams, and ensuring timely resolution of defects and snags. The position requires managing procurement, inventory, spare parts, and consumables, as well as overseeing utility management including water and electricity consumption and payments. Responsibilities also include preparing facility procedures manuals, tenant manuals, and ensuring compliance with safety and operational standards. The role requires strong involvement in customer relations, including handling tenant complaints, coordinating fit-out approvals, ensuring compliance with KFSD regulations, and maintaining tenant satisfaction through effective communication and service delivery. The position also involves managing service requests, work orders, scheduling staff activities, conducting audits, preparing reports, and ensuring adherence to preventive maintenance plans. The role requires strong expertise in contract management, budgeting, cost control, procurement, and facility operations, along with proficiency in Microsoft Excel and strong knowledge of HVAC systems and property management practices.
