The Operations & Maintenance General Manager for a sewage treatment plant (STP) project in Dubai, UAE is responsible for overseeing both the Engineering, Procurement & Construction (EPC) phase and the operational phase of an independent sewage treatment plant and associated water infrastructure networks. During the EPC phase, the role ensures technical oversight of design and construction activities, reviewing engineering documentation including P&IDs, process flow diagrams, and O&M manuals to ensure compliance with operational requirements. The role participates in and validates factory acceptance tests (FAT), site acceptance tests (SAT), and commissioning activities while coordinating with Owner’s Engineers and EPC contractors to ensure successful project delivery. The position also collaborates with HR for recruitment of the operations team within budget constraints and provides technical guidance on wastewater treatment processes including biological treatment, chemical dosing, and sludge management. During the operational phase, the General Manager is responsible for ensuring efficient and continuous operation of the sewage treatment plant, supervising daily operations including inlet works, treatment processes, sludge handling, and effluent discharge management while ensuring compliance with health, safety, and environmental (HSE) standards. The role monitors process performance, optimizes treatment efficiency, and implements preventive and corrective maintenance programs across mechanical, electrical, and instrumentation systems. Additionally, the position manages annual operations and maintenance budgets, ensures financial control, and drives cost optimization while maintaining service quality. The role requires strong expertise in wastewater treatment plant operations, EPC project lifecycle management, commissioning, handover processes, and deep understanding of UAE regulatory frameworks and EHS standards, with experience in stakeholder and government relations being essential.
