The Health and Safety Manager (Advisory/Consultancy) within Serco’s +impact advisory business is a strategic, governance-focused role responsible for establishing, governing, and continuously improving the Health & Safety (H&S) framework across the Asset & Facilities Management Office (AFMO). The position operates within advisory and consultancy services supporting government, critical national infrastructure, and regulated businesses, focusing on operational transformation, asset & facilities management, HSQ, and sustainability. The role ensures all FM operations, asset lifecycle activities (design, handover, operations, maintenance, decommissioning), contractors, and service providers comply with ISO 45001, ISO 55001, local H&S regulations, and client safety objectives. It involves defining governance frameworks, policies, procedures, roles, and accountability structures while aligning H&S strategy with asset management objectives and organizational risk appetite. The role leads H&S risk assessments, establishes assurance mechanisms including audits and inspections, and advises senior stakeholders on high-risk assets and emerging risks. It oversees contractor and service provider compliance through SLAs, KPIs, capability assessments, and corrective action plans, while supporting procurement and tendering processes. The role drives incident management processes including reporting, investigation, root cause analysis, and continuous improvement initiatives using leading and lagging indicators. It also develops performance monitoring frameworks, dashboards, and executive reporting while integrating digital tools such as CAFM, EAM, and Maximo to embed H&S controls. Additionally, the position promotes a strong safety culture, defines training and competency frameworks, and acts as a trusted advisor to asset owners and FM leadership, requiring extensive consultancy experience in governance, assurance, and transformation engagements within large-scale asset portfolios.
