The role leads the development, planning, programming, and delivery of an integrated eVTOL ecosystem within the transport business unit, covering global benchmarking, business case creation, commercial and procurement strategy, regulatory and licensing frameworks, safety oversight, monitoring systems, integration with other transport modes, and stakeholder engagement. It manages market scans, scenario planning, risk and opportunity analysis, and multi-modal integration with bus, rail, metro, road, and micro-mobility networks. Responsibilities span financial models, cost-benefit analysis, funding and financing models, commercial frameworks for pricing, leasing, licensing, vertiport development, and partnership structures including PPPs. The role interfaces with commercial and legal teams for contracting and operator agreements, monitors aviation and technology market developments including certification, propulsion and battery advancements, and ensures ongoing commercial viability. It develops regulatory frameworks for vertiport siting, airspace integration, operations, maintenance, safety, noise, emissions and certification, and manages licensing and permitting with civil aviation authorities, municipal bodies, airports and heliports. Safety responsibilities include establishing governance and control frameworks, defining KPIs for pilot and full operations, and setting up data collection, dashboards, reporting systems, security measures, emergency response, and cyber-threat management. The role leads stakeholder engagement across internal planning, infrastructure, regulatory, commercial, finance, legal, and environmental teams, as well as private operators, technology firms, airports, government entities, manufacturers, and community groups. It also oversees training programmes, capability building for regulatory and operational teams, integration of eVTOL operations into systems for asset management, control center functions, and incident response, and drives continuous improvement through pilots and scaling. Implementation duties include leading pilot projects to full deployment across scope, schedule, budget, quality and risk, coordinating multi-disciplinary work streams, monitoring and refining execution using performance data and benchmarks, reporting to senior leadership, and managing programme governance. The role requires experience with mobility innovation, regulatory frameworks, commercial transactions, licensing, major programme delivery, and understanding of aviation, air mobility and emerging eVTOL ecosystems.
