Cigna Healthcare is seeking a Health & Wellbeing Manager MEA to join its Commercial Strategy team in Dubai, United Arab Emirates. Reporting within a strategic commercial environment and managing a team of two, the role is responsible for owning the design, evolution, governance, commercialization, and regional expansion of Cigna’s Health & Wellbeing proposition across the Middle East and Africa (MEA). The position is accountable for transforming the organisation’s wellbeing offering from ad hoc event-based activities into a structured, scalable, data-led, commercially relevant, and client-centric proposition that supports client acquisition, engagement, retention, differentiation, and long-term business growth. The role combines expertise in health and wellbeing strategy, employee benefits, programme design, product development, client advisory services, commercial enablement, governance, vendor management, and operational oversight. The manager defines and continuously evolves the regional Health & Wellbeing strategy aligned with business priorities while translating global capabilities into a locally relevant and commercially viable MEA proposition. Responsibilities include developing structured frameworks such as wellbeing calendars, service models, implementation frameworks, and playbooks to standardize delivery, identifying capability gaps, and leading the development of innovative wellbeing solutions. The role owns the entire Health & Wellbeing product ecosystem, including digital wellbeing solutions, Employee Assistance Programmes (EAP), external partners, and service providers, managing evaluation, selection, onboarding, performance management, lifecycle management, and internal adoption. Responsibilities also include leading RFP processes, vendor assessments, commercial evaluations, operational evaluations, and ensuring all wellbeing products and services are scalable, operationally viable, and aligned with client requirements. Working closely with Marketing, the role develops impactful, health-literate communication materials and wellbeing collateral. Acting as the regional subject matter expert for Health & Wellbeing, the manager supports Sales and Client Management teams in strategic and complex client engagements, develops playbooks, FAQs, training resources, proposals, and tools that enable client-facing teams to position wellbeing solutions effectively. The role contributes directly to client retention, renewals, differentiation, and growth opportunities through a stronger wellbeing proposition. Responsibilities include overseeing annual wellbeing plans, thematic campaigns, multi-channel engagement strategies, and directing Wellbeing Coordinators to ensure consistent, high-quality delivery. The position establishes methodologies for measuring wellbeing engagement and utilization while analyzing client feedback, utilization metrics, claims insights, and multiple data sources to generate practical recommendations and continuously refine strategy. The role establishes governance frameworks, defines roles and responsibilities, improves operational processes, resolves onboarding, communication, and transmittal challenges, and ensures alignment across Commercial, Operations, Product, Finance, Marketing, and Client Management functions. As the central authority for wellbeing strategy and decision-making, the manager drives consistency, operational excellence, and accountability while leading and developing the wellbeing team, setting priorities, delivery standards, and strategic direction. Success is measured through client adoption of the wellbeing proposition, engagement and utilization rates, contribution to retention and renewal discussions, sales enablement effectiveness, and consistency of service delivery across accounts.
